The Ministry of Digital Infrastructure and Information Technology in collaboration with the Sri Lanka Computer Emergency Readiness Team (SLCERT) is committed to create a resilient and clustered cyber security ecosystem that will enable Sri Lanka’s citizens to realize the benefits of digitization and to facilitate growth, prosperity and better future for Sri Lankans, said.
To this end, the Ministry of Digital Infrastructure and Information Technology has already taken the leadership to develop the appropriate regulatory framework for securing individual and organizations in the cyber space and to strengthen the prosecution support for modern cyber offences through the introduction of relevant regulations and policies.
Stressing that enhancing legal framework will definitely help Sri Lanka to compete with the rest of the world thereby creating more opportunities in the digital sector; he said such laws will also sustain the entire critical information infrastructure in the country.
Speaking further, he said at present, the draft bill of the Cyber Security Act has been presented to the Cabinet and awaiting for its consensus.
“It has been made available by the ministry for the stakeholder consultation to obtain stakeholder views before it is gazetted as a bill and presented it to the Parliament,” Dissanayake said. He said further that having recognized the importance of cyber security, the Ministry took all the necessary steps to develop National Information Cyber Security Strategy to be implemented within the next five years (2019-2023).
This strategy was developed with the involvement of various stake holders, Academics, Government executives, law enforcement authorities, Critical information infrastructure providers, ISPs and Civil society and the strategy was approved by the Cabinet of Ministers in October 2018.
The cyber security Strategy is underpinned by six thrust areas such as establishment of a governance framework to implement the National Information and Cyber Security Strategy, enactment and formulation of legislation, policies and standards to create a regulatory environment to protect individuals and organizations in the Cyber security space, Development of a skilled and competent workforce to defend and respond to the cyber attacks, collaboration with public sector authorities to ensure that the digital government systems implemented and operated by them have the appropriate level of cyber security and resilience, raising awareness and empowering citizens to defend themselves against cybercrimes and development of public-private - local -international partnerships to create a robust cyber security ecosystem.
